项目背景
北京首都开发控股（集团）有限公司（以下简称“首开集团”）于2005年12月10日正式挂牌成立。首开集团是在北京市国资委主导下由城开集团、天鸿集团合并重组形成的、以房地产开发和经营为主营业务的市属国有大型企业集团。首开集团经历了三十多年的发展历程，是中国最早成立的房地产企业之一。
